Guide on Consular Legalisation of Documents to be Used in China

1. Documents issued in foreign countries and to be used in Chinese mainland shall first be notarized and legalised by the competent authorities in that country, and then be legalised by Chinese Embassies or Consulates in that country.

2. For documents issued by Rwandan agencies to be used in China, applicants need to first have the documents notarized by the Ministry of Justice of Rwanda, then legalized by the Ministry of Foreign Affairs and International Cooperation of Rwanda, and finally come to the Chinese Embassy in Rwanda to have the documents re-legalized. Applicants do not need to make an appointment before coming to the Embassy.

3. The applicants also need to bring his or her passport, residence certificate and their photocopies to the Embassy. If the applicant can not come to the Embassy by his or her own, he or she needs to designate a third person to apply on his or her behalf, and issue an entrustment paper which needs to be notarized. Passport and residence certificate of the third person is also needed.

4. Generally, documents required for legalization are as follows: birth, death, marriage, no criminal record, kinship, academic qualification, professional qualification, declaration, entrustment paper, power of attorney, contract, articles of association, certification of inspection and quarantine of animals or plants, certificate of origin,invoice, and other notarial certificates, certifications or notes for civil or business purposes etc.
